This Week in Bitcoin: Institutions and States Move Closer to Adoption

As Bitcoin continues to mature, two major developments this week highlight how digital assets are becoming more deeply integrated into both traditional finance and public policy. One comes from Wall Street. The other from the Indiana state government.

Below is a closer look at what's happening, how it works, and why it matters.


Citigroup Plans to Integrate Bitcoin with Traditional Finance

Global banking giant Citigroup has announced plans to integrate Bitcoin into traditional financial infrastructure, marking a significant step in the convergence of digital assets and legacy finance.

Citigroup is developing new systems designed to connect Bitcoin with the same financial rails used for stocks, bonds, and other conventional assets. Rather than treating Bitcoin as a separate or experimental product, the goal is to make it operational within existing banking frameworks.

What's happening

Citigroup is building infrastructure that allows Bitcoin to interact directly with traditional financial systems. This includes institutional-grade custody, secure key management, and wallet services designed for large investors. The bank has described the initiative as a way to make Bitcoin usable within established financial workflows instead of operating outside of them.

How it works

Under this model, institutional clients would be able to hold and manage Bitcoin through Citigroup's regulated custody services. Bitcoin positions could be tracked, reported, and accounted for alongside traditional assets using the same compliance, tax, and risk management systems institutions already rely on.

This removes the need for institutions to manage private keys themselves or rely on external crypto platforms, significantly lowering the operational friction associated with holding Bitcoin.

Why it matters

For years, institutional adoption of Bitcoin has been slowed by custody, compliance, and reporting challenges. By integrating Bitcoin directly into core banking infrastructure, Citigroup is addressing those barriers head-on.

This move signals growing confidence in Bitcoin as a long-term asset class and could make it easier for asset managers, corporate treasuries, and pension funds to gain exposure in a regulated, familiar environment. It also reinforces a broader trend: Bitcoin is increasingly being treated as financial infrastructure, not just a speculative asset.


Indiana Passes Pro-Bitcoin Bill HB1042

At the state level, Indiana lawmakers have passed House Bill 1042, a pro-Bitcoin measure that strengthens digital asset protections and expands access to crypto investment options.

The bill has cleared the legislature and now awaits the governor's signature.

What the bill does

HB1042 includes several provisions aimed at protecting and expanding Bitcoin usage in Indiana:

  • Protects the right to use, hold, and accept Bitcoin without discriminatory taxation or restrictions from public entities
  • Requires certain public retirement and savings plans to offer self-directed brokerage options that include at least one cryptocurrency investment
  • Allows, but does not require, digital asset exposure within state-administered savings and retirement programs

If signed, portions of the bill are expected to take effect beginning in mid-2026.

Why it matters

Indiana's move reflects a growing trend among U.S. states toward clearer digital asset legislation. By explicitly protecting Bitcoin usage and opening the door to crypto investment options in public plans, the state is positioning itself as more forward-thinking on digital asset policy.

For Bitcoin holders and businesses operating in the state, this provides additional regulatory clarity and signals increasing acceptance of Bitcoin as part of the broader financial landscape.


The Bigger Picture

Taken together, these developments highlight Bitcoin's continued shift toward mainstream adoption. While banks like Citigroup work to integrate Bitcoin into institutional finance, states like Indiana are building legal frameworks that recognize and protect its use.

The result is a growing bridge between traditional systems and digital assets, one that could shape how Bitcoin is accessed, held, and used in the years ahead.

The Big Beautiful Bill: What Does It Change for Buying Crypto Mining Hardware?

From my years advising crypto miners in tax planning, I've seen how both Section 179 and bonus depreciation serve as real incentives for people and business owners to invest in their operations. Section 179 has long been a go-to for smaller operations or mid-sized operations, while bonus depreciation really shines for those bigger players who are scaling up quickly. I often remind my clients that this new bill doesn't shake up the tax perks for buying equipment much for them, mainly because the bulk of the miners I work with are on the smaller side.

That said, when I'm sitting down with someone, I typically steer them toward Section 179 if their investment is under half a million and they've got income that outpaces what they're putting into hardware that year.

But honestly, instead of just talking through the nuts and bolts of how they differ, I find walking through some real-world examples to outline the pros, cons, and overlaps.

Example 1: Small to Medium Size Miners

Scenario: You have $700,000 in taxable income for 2025, and you are looking to invest $500,000 in mining equipment.

Section 179 Method: You make an election to expense the full $500,000. Because your income is $700,000, you will get the full write off in year 1. Your taxable income drops to $200,000, saving $120,000 in taxes ($500,000 x 24%). Section 179 has a $3,130,000 threshold; there is no phase out at this income level.

100% Bonus Depreciation Method: Same result as the 179 method.

Key Differences: Not much, both provide year 1 tax relief.


Example 2: Small to Medium Size Miners

Scenario: You have $300,000 in taxable income for 2025, and you are looking to invest $500,000 in mining equipment.

Section 179 Method: The deduction under this method is limited to your business income, so you are only able to expense $300,000 of your $500,000 investment in mining equipment. Taxable income will drop to $0, saving $72,000 in taxes, assuming again 24%. The remaining $200,000 carries forward indefinitely to following years. There is no operating loss.

100% Bonus Depreciation Method: There is no income limit, you can deduct the $500,000 in year 1 and reduce your taxable income to -$200,000 as a net operating loss. This method saves you $72,000 in taxes while creating a net operating loss that can be carried forward, potentially offsetting future taxes owed.

Key Differences: This one is a toss-up. You could 179 and then depreciate over 5 years the remaining $200,000 or you can do bonus depreciation and create a net operating loss. I'd swing on the side of bonus depreciation as it will offset the next year's income to the full $200,000 assuming the next year has similar taxable income as 2025.


Example 3: Large Scale Miners

Scenario: Your income is $2,000,000. You are expanding your mining farm by purchasing $4,000,000 in mining equipment.

Section 179 Method: Your total purchase of $4,000,000 will exceed the $3,130,000 phase out threshold by $870,000. Your max deduction dollar for dollar is now $380,000 ($1,250,000 – $870,000) per the 179 phase out threshold calculations. You are able to deduct $380,000 in year 1, with the rest of the $3,620,000 depreciated over 5 years via MACRS. Year 1 total deduction will be $1,104,000, income drops to $896,000, and your tax savings will be $265,000 assuming 24%.

100% Bonus Depreciation Method: You expense the full $4,000,000 year 1. You have a $2,000,000 operating loss. You save $480,000 in taxes year 1, assuming 24%. You can carry forward potentially saving another $480,000 in taxes in subsequent years.

Key Differences: The phase out hinders tax benefits from the phase out capping at $380,000, leaving the bulk of the $4,000,000 purchase to be depreciated gradually. Bonus depreciation delivers full relief and adds more liquidity to the business for other operations.


At the end of the day, everyone's situation is unique and there is no right answer, just the one that aligns best with your goals and situation. It is important to have a firm understanding of your financial and tax situation to properly use these tools for tax savings. Tax planning plays a vital role in how successful your business can be, and I highly suggest getting a head start on it prior to the end of the year.

Refunds

Terra Hosting offers refunds for hosting orders that have not yet been deployed or activated, or for orders that do not deploy on time. Changed your mind before your service goes live? No problem! Chat with our team on Discord, open a ticket in your account page, or email us at contact@terrahosting.io.

No Refunds or Returns on Electricity

Terra Hosting does not offer refunds, returns, or credits of any kind for electricity used. Power is billed at the end of each billing cycle based on actual metered usage, and once electricity has been consumed, all associated charges are final. This applies to every hosting plan and every customer, without exception.

Service level credits, where applicable under your hosting contract, are applied to future hosting invoices and are not cash refunds.

If you are hosting a private node or server with us you will be charged for the remainder of the month for your billing cycle.

If you are hosting ASIC miners with Terra Hosting, please refer to your hosting contract for information regarding cancellation.

Please note: Payments in cryptocurrency will be refunded via Square, Inc. due to volatility and gas fees.

No Returns

Terra Hosting does not sell ASIC miners or any other physical products. Every Terra Hosting offering is strictly a service contract. Because nothing physical is sold or shipped, there is nothing to return, and we do not accept returns of any kind.
